Hillcrest Village Pre-Application

CAC is prioritizing an equitable and just application process for Hillcrest Village. This process includes input and direction from CAC’s current housing advocates, Community Advocacy Council Members (group of current and former participants of CAC services), as well as Monarch Management.  It is designed to be trauma responsive and sensitive to those seeking housing while facilitating a tenant selection process.

Applications will be accepted through July 13, 2022. Housing is NOT first-come, first-served, so an application on day one is just as good as an application on the last day. Depending on the amount of time it takes to process applications will determine when we are able to communicate back to applicants. Not all 17 units will be available at once, but we anticipate a few units will be available September 2022.

HILLCREST VILLAGE TENANT SELECTION GUIDELINES

Priorities

  • Priority will be given to Northfield Area residents
  • Hillcrest Village is not intended for student housing for local colleges but will be considered on a case by case basis

Evictions

  • Priority will be given to people with no evictions, but eviction history will not automatically disqualify applicant

Criminal History

  • Felony records will be taken into consideration but not means for automatic denial
  • Automatic Denial
    • Level 2 or Level 3 Sex Offenders
    • Drug manufacturing/sales convictions within the last 4 years
    • Violent crimes within last 2 years

Income

  • Must show proof of income or ability to pay rent (i.e. rental voucher)
  • Priority will be given to applicants who have household income between 2x – 3x monthly rent
  • All types of income including public assistance will be considered toward total household income
  • Income verification (1 month of history or upcoming if newly hired)
    • Bank statements
    • Employer letter
    • Express card
    • Pay stubs
    • SS documents
    • SNAP benefits

All Pre-Applications will be reviewed if submitted by July 13, 2022 by Monarch Management and representatives from the Community Action Center. 

If your pre-application is selected to move forward, you will be asked to provide:

  • 1 form of Identification for all adults 18+
    • If you are not able to supply a photo ID please submit a letter of reference from someone who can identify you. Additional identifying info may be requested upon application review
  • 1 month of Income Verification for all adults 18+. Allowable verification includes:
    • Pay stubs
    • Bank Statements
    • County verification
    • Employment verification letter
    • Direct Express/Debit Card
    • Social Security award letter
    • Other (proof of bills paid, co-signer if $0 income)
  • Application Fee of $35 per adult
  • Background Check for all adults 18+
    • We will be conducting a background check on everyone 18 years and older. Criminal history is not a disqualifier, see tenant selection guidelines for more details. If you are not able to provide needed documentation for a background check please let us know.

HILLCREST VILLAGE RENTAL PRICING

Hillcrest Village was built with both a strong community and environmental focus. We are able to offer rental prices that reflect the inclusion of all utilities, making these units even more affordable. By making utilities such as water, garbage, and high speed internet community shared expenses, we can offer lower rates. On-site renewable energy and environmentally engineered construction make electric and heat bills not only better for the environment, but reduce the cost of utilities to all residents.

In addition, Hillcrest Village provides a continuum of supportive and affordable housing. The rental rates below represent three tiers which give the selection committee the ability to consider each applicant’s income and/or circumstances. Rental Rates will be set for each unit based on income.
